In June 2024, the National Transport Commission completed a review of the Rail Safety National Law (RSNL) regime after years of advocacy by the RTBU. 

The final report made 20 recommendations. Of the 20 recommendations, 12 have been slated as requiring legislative reform. 

In May 2026, the RTBU submitted a response to the National Transport Commission’s – Rail Safety National Law – Regulatory Impact Analysis, highlighting to Government the shortcomings of the law and why reform is needed.

A central focus of the submission is the importance of meaningful involvement of rail workers at every level of decision-making.
